Utility Billing
The City of Medina bills residents for city water, sewer, and stormwater every month. Utility bills are due on the last Friday of the each month.
Payment Options
Cash/Check
We accept cash or check by mail or drop off at City Hall. A locked drop box is available in the lower-level lobby of City Hall.
Direct Pay
The direct pay plan allows you to pay your utility bill through your financial institution. After completing the form, the city will automatically debit funds from the account on the date the payment is due. You will receive a $20.00 credit on your next bill for signing up for direct pay.
To enroll for paperless billing, create an account with Payment Service Network (PSN). If you use direct pay, DO NOT set-up payment in PSN. You will only use PSN to enroll in paperless billing, not to pay your bill. Emailed bills will come from estatements@paymentservicenetwork.com.

Credit Card
To pay with a credit card, create an account with Payment Service Network (PSN). PSN provides a secure and encrypted process to pay with a credit card. If you need assistance setting up you account, contact PSN at 877-885-7968.

Account Change Information
If you are moving in or out of the city, please notify the Utility Billing Department by completing the forms below. Starting July 1, 2025, residential properties must be set up under the property owner's name only.
To start service, complete the Move In Notification Form.
To stop service, complete the Move Out Notification Form.

When is my water meter read?
Water meters are read around the last day of the month.
By what increment is my water meter read?
The City of Medina reads meters by the thousands of gallons and does not round up. For example, if you your usage is 5 for the month, that means 5,000 gallons were used.
How is my water use charged?
Your water rate is calculated by multiplying your usage by the rate for your area. You can tell which rate applies to you by looking at your account number. If your account number begins with 01, you are on the Hamel water system. If your account number begins with 02 or 03, you are on the Independence Beach/Medina Morningside system.
Keller Estates is on the Orono water system. Customers on County Road 29 are on the Maple Plain water system.
There are many rates because Minnesota Law requires city to have a water rate structure that encourages water conservation. The more water you use, the higher the rate per gallon.

Why is there a water base charge on my bill?
The base charge covers infrastructure costs.
How does irrigation impact my bill?
Irrigation meters are separate from structure meters; therefore, the water used is in addition to regular consumption. The rate for irrigation is higher but sewer charges do not apply. Generally, if you have high water consumption due to irrigation, a separate irrigation meter reduce your overall cost.
All consumers have the option of installing a separate irrigation meter to measure outside usage (such as filling a pool or watering lawn). Sewer charges are not calculated on water usage with these meters.
How is sewer determined?
Your water usage is used to calculate your sewer charge. Charges are a flat rate multiplied by your usage. There is minimum sewer charge for all accounts.
