Compost & Brush Disposal Site

The City provides a site adjacent to City Hall for residents and property owners to dispose of non-commercial yard waste such as lawn clippings, leaves, flowers, weeds, garden waste, branches and brush. The City Council has adopted a policy for the Site which allows for rules and standards to be administratively established by City staff to facilitate operation and use of the site.

Compost and Brush Disposal Site Policy and Site Rules

Site Policy:

  1. Medina residents and property owners.  The Site is available for use by Medina residents and property owners.  Residents of Loretto are also permitted to use the Site, provided an agreement with the City of Loretto to the satisfaction of the Medina City Council is in effect.
  2. Access card required.  An access card is required to access the Site and shall be obtained from Medina City Hall or electronically.  Cards will only be provided to users that are authorized to use the Site pursuant to this policy.
  3. One access card per property.  Only one access card shall be issued per property
  4. Proof of Residency.  Users must have proof of residency or property ownership available when bringing acceptable materials to the Site. City staff may request such proof to confirm adherence to this policy.
  5. No commercial use. Commercial lawn maintenance or landscape businesses, tree services and any business charging a fee for removing yard waste are not allowed to dispose of any materials at the Site, regardless of the address where the materials originated from or the location of the business.
  6. Use of Site.  The City reserves the right to close access to the Site at any time, prohibit use by persons who violate applicable rules and policies, and update hours and rules of the Site.
  7. Enforcement.  In addition to any other actions that may be permitted by law or ordinance, the City may deactivate access cards and prohibit use of the Site for any person who violates this policy.
  8. Fees.  The City Council may establish fees in the City’s fee schedule ordinance to defray the cost of card access and general operation of the Site.
  9. Rules and standards.   Rules and guidelines shall be administratively established and may amended from time to time by City staff to achieve and implement the goals and overall intent of this Policy.

Site Procedure:

Use of the Compost and Brush Site (the “Site”) shall be subject to the following rules and standards:

  1. Medina and Loretto residents and property owners only.  The Site is only available to Medina residents and property owners and Loretto residents. Access cards may only be used by the cardholder or their household members and may not be used by anyone else.
  2. Material must be from cardholder property.  Material disposed of at the site must originate from the address to which the card is issued.
  3. One access card per property.  Only one access card shall be issued per property.
  4. Proof of Residency.  Users shall have proof of residency or property ownership available while at the Site. City staff may request such proof to ensure compliance with city policy.
  5. No commercial use. Materials produced by commercial lawn, landscape, and tree businesses may not be disposed of at the Site or otherwise brought to the Site regardless of the location where the material originated from or the location of the business.
  6. Enforcement.  In addition to any other action permitted by law, City staff may deactivate card access and prohibit use of the Site by any person who violates applicable rules and policies. 
  7. Material to be debagged and separated.  All materials brought to the Site must be separated, debagged and unloaded in the proper locations.  No material may be left in bags, including compostable bags.  All bags must be removed by the user (plastic, paper, compostable).  No trash receptable is available and no bags shall be left at the Site.
  8. Regular Hours – 7 a.m. to 7 p.m., seven days per week
  9. Accepted Materials
    1. Leaves
    2. Grass Clippings
    3. Spring and fall rakings/thatch
    4. Branches/logs 12” in diameter or less
    5. Vegetative garden waste (stalks, stems and leaves, no food)
    6. Shrubs (no roots)
    7. Sod
    8. Christmas Trees
    9. Straw and hay (string removed and broken up)
  10. Prohibited Materials consist of all materials not expressly listed as accepted materials above, including, without limitation, the following:
    1. Logs/branches greater than 12” in diameter
    2. Stumps
    3. Roots
    4. Bags (plastic, paper, compostable)
    5. Rock
    6. Soil
    7. Manure or animal waste
    8. Food waste
    9. Erosion control blankets or mats
    10. Any non-yard waste material (metal, plastic, garbage, construction debris, lumber landscape timbers)

How to Request a Compost & Brush Disposal Site Access Card

How to Request a Compost & Brush Disposal Site Access Card:

  • Online: complete and submit the form with payment (the access card will be mailed to the address of the resident).
  • In-Person: bring proof of residency to the lower-level service window at City Hall during regular business hours (M-F 8:00 a.m.-12:30 p.m. or 1:30 p.m.-4:30 p.m.) to pick up an access card immediately.
Only one card is permitted per property. No refunds will be issued if multiple cards are requested.

Directions to the Compost & Brush Disposal Site:

Located at City Hall, 2052 County Road 24. Residents must enter through the security gate adjacent to the lower-level parking lot and watch for signage for the compost site (located on the south or left-hand side) or the brush site (located on the north or right-hand side). Residents must exit onto County Road 24 by SLOWLY approaching that security gate.
