Utility Billing - Notice of Change for Residential Rental Properties

Effective July 1, 2025

In an effort to improve the efficiency of our utility billing process, the City will begin setting up utility accounts in the property owner's name rather than the tenant's name for residential rental properties.  This change will help ensure more accurate billing and streamline our services for everyone.

Key Information:

  1. New Accounts for Property Owners:
    • Starting July 1, 2025, utility accounts for residential properties will be set up under the property owner's name instead of the tenant's name.
    • This will apply to new changes in occupancy and new accounts.
  2. What Does This Mean for Current Tenants and Owners?
    • Current tenants and property owners will not be immediately affected by this change unless there is a change in occupancy (e.g., tenant move-in/out or property transfer).
    • Any future changes in occupancy will result in utility accounts being transferred to the property owner’s name.
  3. Multi-tenant Properties:
    • For multi-tenant properties, accounts will be managed differently. The City will transfer utility billing responsibilities to property management as of July 1, 2025.
    • Property management will be responsible for handling utility accounts for each tenant.
  4. Communication and Support:
    • Notices will be included with upcoming utility bills, information will be included in our resident newsletter and letters mailed to current owners of residential rental property.
  5. Why is this Change Happening?
    • This transition will improve the accuracy and efficiency of our utility billing process. By setting up accounts in the owner’s name, we aim to ensure that utility bills are consistently and correctly billed, especially in cases of tenant turnover.
